Placeholders

Add the ability set a list of placeholders so they can be assigned as temporary resources in projects. That's needed because at the begining of a project we don't know who will be the actual responsable of all tasks.

Then, we should be able also to reassign the task to a real person that matchs with the skills of the placeholder.
