To allow to set capacity limits per row (i.e. project/person/OS) and particular column (i.e. status)

We are small development team but handling various development and projects, it would be helpful that to limit the capacity for each project/person/os (i.e on the row) for a particular status (i.e. in progress), so that the team doesn't over commit
