Workload hours allocation

The current allocation of workload hours is based on a method that allocates hours disproportionately (e.g. 6 --> 5 + 1). See attached picture. It would be very helpful if hours are allocated proportionately (i.e. 6 --> 3 + 3, not 6 --> 5 + 1). Alternatively, the user should be able to change the method themselves.
